Chiswick beauty salon fined

The owner of a beauty salon in Chiswick has been fined more than £1,100, after Hounslow Council health and safety officers found he was providing unlicensed treatments by unqualified staff.

Mr Stephen Chen, the registered licensee of China Health Spa Limited, in Chiswick High Road, was prosecuted for licencing offences at Feltham Magistrates Court, earlier this month.

A visit to the premises was made by the council’s health and safety team following concerns from the public that unqualified staff were providing treatments such as massages.

Two unregistered female staff were found to be working in the treatment rooms in the basement of the premises. Mr Chen made no application for the staff to be registered and at no time during the council’s visit did he show any evidence of qualifications for the two staff.

Any person who is to provide a licensable treatment needs to be registered with Hounslow’s special treatment licensing section.

Mr Chen pleaded guilty to both charges and was ordered to pay £600 for two offences, plus costs of £500 and a victim surcharge of £30, bringing the total penalty to £1,130.00.

Councillor Sue Sampson, Cabinet Member for Community Protection, Hounslow Council, said: “Treatments can cause serious harm if they are not carried out by a qualified person.

“That is why we ask businesses to register their staff and show evidence via a qualification they are capable of carrying out any such treatment.

“If this is not the case and businesses flout these rules and regulations then they will face the consequences – we will not hesitate to take the toughest action possible. The safety of those customers who use the business are our priority.”
